This indefinite-quantity contract was composed and solicited
by the Navy to acquire several qualified contractors who could
perform various types of construction tasks simultaneously
in a short period of time. The purpose of this Job Order Contract
(JOC) was to provide the Government with a means to award
a contract and complete construction more quickly than by
any other procurement process exercised in the past. Under
the JOC, minimal to complete project designs were provided
to the contractor. In addition, the contract stipulated that
partial to full designs may be required by the contractor
depending on the type and nature of the project. Therefore,
Nan, Inc. had to have the proper in-house staffing (i.e. architects
and engineers) to satisfy the Government’s needs, while
still remaining in the competitive range with the other contractors.
There were a wide array of construction tasks performed under
the contract. The following is a list of the types of work
that have been performed under this contract:
- High Visibility Projects (i.e. admiral/officer quarters
renovation, admiral/head quarters office renovation/construction)
- Architectural (interior and exterior renovation of offices,
houses, barracks, buildings)
- Mechanical (air conditioning, plumbing, ventilation,
fire protection)
- Electrical (interior and exterior electrical distribution,
overhead and underground high voltage, branch circuit and
panel installation/modification, improvements to existing
buildings to meet electrical codes, lighting, communication,
fire alarm)
- Civil (paving, grading, drainage, landscaping & irrigation,
site utilities)
- Structural (foundation, spall repair, termite damage
repair, concrete, roofing, structural wood and steel framing,
masonry)
- Historic Preservation
- Finishes (millwork & cabinets, painting, flooring,
ceiling, doors/hardware, specialties, etc.)
- Demolition and Hazardous Material Abatement
- Emergency/Urgent Work (air freighting of material, multiple
work shifts, work outside normal working hours)
Services for this contract were performed at all Navy installations
on the islands of Oahu and Maui. Projects also extended to
the island of Guam. As a result, Nan, Inc. established an
office in Guam through the duration of those projects.
Through the success of all delivery orders accompanied with
individual appreciation awards for several projects, some
of which are listed separately in this website, the Navy issued
a commendation with a letter from the commanding officer recognizing
Nan, Inc.’s outstanding performance that exceeded customer
expectations.
